City Clerk Aguilar administered the Oath of Office for Council Members Hall, Tande and Winters.
City Planner, Nichole McCarty gave a report regarding case FS13-416 Grand Vista, requesting a minor amendment to the General Plan Land Use Map.
Council Member Winters inquired about the number of entrances to the development.
Ms. McCarty stated that there are three.
Assistant City Manager, Jeff Mihelich gave a powerpoint presentation regarding Economic Development activity.
Council Member Hall inquired about number of tenants at Park Skyway.
Mr. Mihelich stated that they are not doing too well right now, but that the owner is out there.
Council Member Hall inquired about APS sponsorship.
Mr. Mihelich commented on donations.
Council Member Winters stated that 2014 will be a great year for Surprise and further commented that Mr. Mihelich's team is hard working.
Council Member Williams stated that he and staff are doing a great job and that it is good that we are not settling, and being creative.
Council Member Tande stated that success breeds success, he spoke of keeping our opportunities here in our city.
Council Member Villanueva commented on graduations at ASU and Internship Program.
Mayor Wolcott stated that this is a summation of a very high performing engine in Surprise and we are receiving acknowledgment; that this Council is committed to make sure we continue to grow; that the old City Hall was a diminishing asset, but now an economic engine. She also thanked Mr. Mihelich and his staff for their hard work.
Neighborhood Services Manager, Christina Ramirez gave an overview regarding the acceptance of HOME funds from Maricopa County, as part of the Maricopa County Home Consortium.
Council Member Hall inquired about two homes that are identified in section 10.
Ms. Ramirez explained the Forgivable Loan process.
Council Member Villanueva inquired about the number of people applying for these funds.
Council Member Williams asked for clarification on funding.
Asst. Public Works Manager, Mike Jenks gave an overview regarding Resolution #2014-03 as resolution by Mayor and Council authorizing a budget amendment of $80,000 from Solid Waste Contingency funds for same day service implementation.
Communications Director, Ken Lynch gave an overview regarding the communication campaign that is going to be used for public education.
Council Member Williams inquired about the financial impact.
Government Relations Director, Michael Celaya gave an overview regarding the City's proposed State Legislative Agenda for the Second Regular Session of the 51st Arizona State Legislature.
Council Member Williams spoke about SLID's and the need to simplify a very complicated process.
Council Member Hall inquired about TPT.
Mr. Celaya explained that there is some cleanup to do.
Council Member Hall inquired about HURF Funds.
Council Member Tande inquired about the 600 million increase for education.
Mayor Wolcott encouraged Council to work with Mr. Celaya on meetings, etc.
Public Comments:
Ken Wright - A great opportunity - building permits depending on 100 year water supply assurance. Only one other state has a commitment and its a 10 year commitment. The Colorado River is over allocated, this needs to be addressed by the legislature. Let's have them show us the process.
City Attorney, Misty Leslie and City Clerk, Sherry Ann Aguilar reported on the 2014 City Council Meeting/Work Session schedule.
Mayor Wolcott spoke of the schedule; the workflow and receiving adequate information regarding the agenda items.
Council Member Hall stated he likes the 1st and 3rd Tuesday option and commented on Special Meetings and timing.
Council Member Winters prefers the 1st and 3rd Tuesday option.
Council Member Williams spoke of his concern for diluting the content provided to Council and the public he also stated that he is okay with the 1st and 3rd Tuesday option.
Council Member Tande supports the 1st and 3rd Tuesday option.
Council Member Villanueva supports the 1st and 3rd Tuesday option.
