Mayor Sharon Wolcott called the Regular City Council Meeting to order at 06:00 p.m. Surprise City Hall Council Chamber 16000 North Civic Center Plaza Surprise, Arizona 85374 , on Tuesday, September 24, 2013. Also in attendance with Mayor Sharon Wolcott were Vice Mayor Jim Biundo, Council Member Rachel Villanueva, Council Member John Williams, Council Member Richard Alton, and Council Member Skip Hall.

Staff Present:

Assistant City Manager, Bob Wingenroth, City Attorney, Misty Leslie, and City Clerk, Sherry Ann Aguilar.

City Attorney Leslie reported that the Victims Advocate was hired her name is Rita Coronado and she starts on October 7th, 2013.

Consent Agenda:

*#1 Consideration and action on the acceptance of the Warranty Deed for right of way along Mountain View Boulevard from Surprise Pavilions - APPROVED

*#2 Consideration and action on Resolution 2013-101, a resolution of the Mayor and Council of the City of Surprise, Arizona, approving a final plat, entitled "Rosenfield Subdivision," located generally on the northeast corner of 203 Avenue and Union Hills Drive - APPROVED 

*#3 Consideration and action on Resolution 2013-102, a resolution of the Mayor and Council of the City of Surprise, Arizona, approving a final plat, entitled "Tolivers Plaza," located generally on the southeast corner of Sierra Dawn Boulevard and Bell Road - APPROVED

* #4 Consideration and action on a Resolution of the Mayor and Council of the City of Surprise, Arizona, approving a final plat entitled "Forrest Acres," located generally at 177th Avenue and Peakview Road - APPROVED

* #5 Consideration and action on the meeting minutes of September 3, 2013 Special City Council Work Session and September 10, 2013 Regular City Council Meeting - APPROVED

* #6 Consideration and action on a request by Rebecca Bowers for an Acquisition of Control for Uptown Alley located at 13525 N. Litchfield Road, Surprise, Arizona 85379 - APPROVED

Council Member Skip Hall made the motion to approve consent agenda. Council Member John Williams seconded the motion. Six yes votes. Motion carried.

Regular Agenda Item - Non-Public Hearing:

#7 Consideration and action to cancel the Regular Council Meeting to be held on Tuesday, November 26, 2013, due to the Thanksgiving holiday - APPROVED

Council Member Richard Alton made the motion to approve cancelling the Regular City Council Meeting of Tuesday, November 26, 2013, due to the Thanksgiving holiday. Council Member John Williams seconded the motion. Six yes votes. Motion carried.

#8 Consideration and action on the Community and Recreation Services Department to enter into a new Library Assistance Program IGA with Maricopa County Library District - APPROVED

CRS Director, Mark Coronado gave an overview on the Community and Recreation Services Department to enter into a new Library Assistance Program IGA with Maricopa County Library District.

Council Member John Williams made the motion to approve the Community and Recreation Services Department to enter into a new Library Assistance Program IGA with Maricopa County Library District. Council Member Rachel Villanueva seconded the motion. Six yes votes. Motion carried.

#9 Consideration and action on Resolution No. 2013-106; a resolution of the Mayor and Council of the City of Surprise, Arizona authorizing to award Tourism/Marketing grant funding to Thunderbird Artists in an amount not to exceed $31,000 and amending the budget for the 2014 Surprise Fine Art and Wine Festival as recommended by the Tourism Advisory Commission - APPROVED

CRS Director, Mark Coronado gave an overview regarding Resolution No. 2013-106; a resolution of the Mayor and Council of the City of Surprise, Arizona authorizing to award Tourism/Marketing grant funding to Thunderbird Artists in an amount not to exceed $31,000 and amending the budget for the 2014 Surprise Fine Art and Wine Festival as recommended by the Tourism Advisory Commission.

Council Member Alton commented on the information provided to him regarding sales tax.

Council Member Skip Hall made the motion to approve Resolution No. 2013-106; a resolution of the Mayor and Council of the City of Surprise, Arizona authorizing to award Tourism/Marketing grant funding to Thunderbird Artists in an amount not to exceed $31,000 and amending the budget for the 2014 Surprise Fine Art and Wine Festival as recommended by the Tourism Advisory Commission. Vice Mayor Jim Biundo seconded the motion. Six yes votes. Motion carried.

#10 Staff presentation regarding the FY2014 Budget Status Report through July 2013 - NO ACTION

Assistant City Manager, Bob Wingenroth reported on the July report.

Regular Agenda Item - Public Hearing:

#11 Consideration and action on Resolution 2013-100; a resolution of the Mayor and Council of the City of Surprise, Arizona, approving a preliminary plat entitled "Sycamore Farms Parcel 12," generally located between SR303 and North 165th Drive approximately 1,200 feet south of Cactus Road within the Sycamore Farms Planned Area Development - APPROVED

City Planner, Bart Wingard gave a brief report regarding Sycamore Farms Parcel 12. 

Council Member Alton stated that this item was already heard at our last Council Work Session as a reminder to the public. 

Council Member Skip Hall made the motion to approve Resolution 2013-100; a resolution of the Mayor and Council of the City of Surprise, Arizona, approving a preliminary plat entitled "Sycamore Farms Parcel 12," generally located between SR303 and North 165th Drive approximately 1,200 feet south of Cactus Road within the Sycamore Farms Planned Area Development. Council Member Richard Alton seconded the motion. Six yes votes. Motion carried.

H. Call To The Public: None

I. Other Business and Future Agenda Items:

Council Member Alton requested that the Winco issue be brought to a future work session.

J. Mayor/Council Reports:

Mayor and Council attended and/or reported on the following:

Council Member Hall: Civic Affairs Committee Meeting; Water Committee Meeting; Alarm Hearing Meeting.

Vice Mayor Biundo:  interviewing applicants for several Boards.

Council Member Alton: read a statement addressing his resignation; effective November 4, 2013.

Council Member Williams: thanked Council Member Alton for his commitment to the city.

Council Member Villanueva: Thanked Council Member Alton and attended Valley Vista Football Game last Friday.

Council Member Villanueva made the motion to adjourn the Regular City Council Meeting of September 24, 2013 at 6:27 p.m.  Vice Mayor Biundo seconded the motion.  Six yes votes.  Motion carried.
