  • A. Call To Order

    Mayor Hall called the Regular City Council Meeting to order at 6:15 p.m. at the Surprise City Hall located at 16000 N. Civic Center Plaza, Surprise, AZ. 85374.
  • 1. Invocation

    Janet Fowler led this evening's Invocation.
  • B. Roll Call

    In attendance with Mayor Hall was Vice-Mayor Alyson Cline, Councilmembers Jack Hastings, Patrick Duffy, Roland Winters and Chris Judd, Councilmember Remley participated telephonically.

  • 1. Juneteenth Proclamation

    Mayor Hall read aloud the Proclamation recognizing Juneteenth and was issued to Reverend John R. Powell, Paul & Mary Outlaw and congregation members.

  • 1. Reports

    City Manager Wingenroth spoke on 4 topics:

    1 - In recognition of the Arizona Traditions Knitting Group for providing knitted blankets and bears to children in need and for victims, issued to the Police and Fire Departments. Their names are: Lynn
    Mullenburg; Kathy Brady; Debbie Whirley & Brenda Blair.

    2 - Plans for Ottawa University Expansion of a new 5 story building next to current student housing, a construction fence will be going in this month.

    3 - Improvements to the City Park, lake and dog park. Construction start date will be June 20th. Signage will be displayed at the temporary entrance of the park and our City website will be updated.

    4 - Asante Library received an award for the 2022 American Institute of Architects, Library Building Award.

  • G. Call To The Public

    Jonha Milton introduced himself as a birthing and mentoring person, a feminist, a devote LBGTQ acolyte, a part-time kindergarten school teacher assistant with visions of being a surgeon's assistant for abortion clinics. Jonha addressed the baby formula shortage, abortion clinics, Arizona Department of Education in support of keeping Superintendent Kathy Hoffman in power.

  • 1. CONSENT AGENDA:

    Vice-Mayor Cline asked to remove Item #9 from the consent agenda.

    Councilmember Judd made the motion to approve the consent agenda minus item #9. Vice-Mayor Cline seconded the motion. 7 yes votes, motion carried.

  • 2. Consideration and action on the May 17, 2022 Regular City Council Work Session and Regular City Council Meeting Minutes.
  • 3. Consideration and action to move the Regular Work Session and Council Meeting scheduled for Tuesday, August 2, 2022 to Monday, August 1, 2022 due to the Primary Election falling on Tuesday, August 2, 2022.  
  • 4. Consideration and action to approve an Owner transfer of existing license #07070753/ Application #188279 for LUV 2 PLAY Liquor License/Owner Transfer located at 15495 W. Bell Road, #104, Surprise, AZ. 85388.  
  • 5. Consideration and action pertaining to approval of the Final Plat entitled, “Paloma Creek Phase 4”,and dated April 8, 2022, a property generally located west of 155th Avenue, between Happy Valley Road and Jomax Road; Case FS21-813.
  • 6. Consideration and action pertaining to approval of the Final Plat entitled, “Heritage Asante – Parcel 9 Phase 1” and dated March 2022, a property generally located west of 163rd Avenue and north of Grand Avenue; Case FS21-862
  • 7. Consideration and action pertaining to approval of the Final Plat entitled, “Fulton Homes Escalante – Parcels 8 & 10” and dated April 1, 2022, a property located near the northeast corner of 163rd Avenue and Pinnacle Peak and Asante Boulevard; Case FS21-867
  • 8. Consideration and action pertaining to amending Chapter 2, Article II, Division 3, Section 2-63 of the Surprise Municipal Code to define quorum, voting majority, and address abstentions; Ordinance # 2022-13.
  • 9. Consideration and action pertaining to the acceptance of the FFY2023 Dysart Unified School District No. 89 Intergovernmental Agreement; Resolution #2022-59.

    Vice-Mayor Cline asked that this item be removed for discussion. Police Chief, Benny Pina gave a brief presentation and explained the importance of continuing a collaboration with Dysart School District. Chief Pina explained the financial component of this Intergovernmental Agreement and where the resources will be allocated.

    Vice-Mayor Cline thanked Chief Pina for this item and commented that she has always been involved with schools in the City and with recent events everyone is aware and scared about what is going on. I wanted you to share how we are really looking out for our students safety and we are taking this to heart. We are the 10th safest City in the United States, this is a priority for us to maintain.

    Mayor and Council expressed their gratitude for this agreement and thanked Chief Pina for his efforts. Councilmember Hastings commented that he is a teacher and having resource officers on site, the security you feel having one there, this is the right thing to do. Are we looking at having resource officers at all of our schools? Chief Pina commented that he will need direction from the Council and City Manager on future resources.

    Vice-Mayor Cline made the motion to approve Resolution #2022-59. Councilmember Winters seconded the motion. 7 yes votes, motion carried.









  • 10. Consideration and action pertaining to acceptance  of a Temporary Construction License from Suburban Land Reserve for roadway improvements along Sweetwater Avenue near Sarival.
  • 11. Consideration and action pertaining to  acceptance of a Temporary Drainage Easement Agreement from Suburban Land Reserve for roadway improvements along Sweetwater Avenue near Sarival Avenue.

  • 12. Consideration and action pertaining to the Preliminary Plat entitled, “Heritage Asante – Parcels 8 & 10” and dated March 21, 2022, a property generally located west of Asante Drive and south of Pat Tillman Blvd; Case FS21-330.

    City Planner, Trever Fleetham gave a powerpoint presentation on this item.

    Mayor Hall asked for clarification on the park layout. It's loaded with amenities.

    Councilmember Winters made the motion to approve the Preliminary Plat entitled, “Heritage Asante – Parcels 8 & 10” and dated March 21, 2022 with stipulations A thru C. Vice-Mayor Cline seconded the motion. 7 yes votes, motion carried.
  • 13. Consideration and action pertaining to the approval of written procedures to provide effective, early, and continuous public participation in the development and major amendment of the 2040 General Plan Update for all geographic and socioeconomic areas within the City of Surprise; Resolution #2022-52.

    City Planner, Jason Moquin gave a powerpoint presentation on this item.

    Mayor Hall asked if we have resident recommendations for the committee, how many residents are looking for? I know of some that can add some real value. Can they contact you? Yes, we are looking at approx. 18.



    Councilmember Hastings made the motion to approve Resolution No. 2022-52. Councilmember Duffy seconded the motion. 7 yes votes, motion carried.
  • 14. Consideration and action pertaining to approval of a Fiscal Year 2022 budget amendment moving budget authority of $200,000 from Economic Development Contingency General Fund to the Transportation Improvement Fund to establish project P61380, Cactus Rd (Litchfield Rd-Railroad Track); Resolution #2022-64.

    Economic Development Director, Jeanine Jerkovic and Public Work Director, Kristen Titler gave a brief powerpoint presentation on this item.

    Mayor Hall asked for clarification on the results of this we are looking for. The rail spur supplies more land in the rail plex and allows access to more sights? You can sell it as that, correct? Jeanine confirmed that is correct.

    Councilmember Winters asked if this is going to be an at grade crossing? Kristen responded yes and will have lights and arm crossings.

    Councilmember Remley asked for clarification on the dollar amount being requested. This is a dangerous crossing and I have been looking forward to this, it's a long time coming. it opens up the industrial area and makes it more attractive.

    Councilmember Judd made the motion to approve Resolution #2022-64. Vice-Mayor Cline seconded the motion . 7 yes vote, motion carried.

    • Mayor asked for clarification of the location

      Winters asked about crossing safety

      Remley asked if this is just the money for the design, correct? Yes the design for the railroad crossing. Total when done 4.4 million.


  • I. Other Business and Future Agenda Items

    Councilmember Winters asked for a future agenda item ON how many group homes we have in Surprise and how they are licensed and who enforces. Vice-Mayor Cline seconded the request.

    • Councilmember Hastings - attended Veterans events; Countryside Park groundbreaking;

      Councilmember Duffy - Keynote Speaker at Legacy Traditional campus; Paradise Honors High School - American Legion Team;

      Councilmember Judd - Countryside Park is finally going; Nominations Committee - we have a lot of great minds in Surprise, more applicants than spots;

      Councilmember Winters - Countryside Groundbreaking, great event; Ribbon cutting for mattress store; Awards Ceremony for Police Department;

      Vice-Mayor Cline - Veterans round table event; small group resident meetings; Women Business Owners Networking Group; public works ribbon cutting; next meeting June 28th - 6 p.m. at Sun City Grand

      Mayor Hall - Presentation to the Women's West Valley Network; reviewed a lot of the projects we are working on; I am so proud of our staff,
