    • Mayor Hall called to order the Regular City Council Meeting of March 15, 2022 at 6:00 PM at Surprise City Hall Council Chambers, 16000 N Civic Center Plaza, Surprise, Arizona 85374. Also in attendance with Mayor Hall were Vice Mayor Cline and Council Members: Winters, Duffy, Hastings and Judd. (Excused - Council Member Remley).

      Staff Present: City Manager, Bob Wingenroth; City Attorney, Robert Wingo and City Clerk, Sherry Ann Aguilar.

  • 1. Fix-A-Leak Week Proclamation
    • Mayor Hall read aloud the proclamation and issued to Amy Peterson in Water Resources Department.



  • City Manager Report
    • City Manager Wingenroth shared a story of beautiful Jennifer Griffin, Resource Center Manager recognized several members of the Surprise Police Officers for assisting with an elderly resident situation, mobility issues.

    • Brett Augsburger - Spoke about needing more pickleball courts in Surprise. Tournaments are happening in other cities in Arizona, but not Surprise. I don't want us to lose our status in this unbelievable atmosphere we moved here for. Please keep an open mind for this.

    • Vice Mayor Cline made the motion to approve the consent agenda. Council Member Duffy seconded the motion. Six yes votes, one excused (Remley), motion carried.
  • 1. Consideration and action on the Regular City Council Work Session, Regular City Council Meeting and Executive Session of March 1, 2022 - APPROVED
  • 2. Consideration and action pertaining to approval of the Final Plat entitled, “Williams 225” and dated January 21, 2022, a property generally located at the northeast corner of Williams Road and 225th Avenue; Case FS21-765 - APPROVED
  • 3. Consideration and action pertaining to approval of the Final Plat entitled, “Daley 223” and dated January 12, 2022, a property generally located north of Daley Lane between 223rd Avenue and 224th Avenue; Case FS21-248 - APPROVED
  • 4. Consideration and action pertaining to approval of a Fiscal Year 2022 budget amendment moving budget authority in the amount of $50,000 within the Water Operations Fund to support increased demand for water meter installations; Resolution #2022-19 - APPROVED
  • 5. Consideration and action pertaining to  acceptance of a grant from the Maricopa Association of Governments (MAG) for the purchase of two PM-10 certified street sweepers and reallocate budget authority for the receipt of grant revenue within the Highway User Revenue Capital Fund; Resolution #2022-22 - APPROVED
  • 6. Consideration and action pertaining to approval and adoption of a Title VI Plan update for the City’s transit obligations related to receipt and use of federal funds for transit services; Resolution #2022-12 - APPROVED  
  • 7. Consideration and action pertaining to approval of a Fiscal Year 2022 budget amendment moving budget authority of $8,600,000 from project G54170 - Countryside Park within the Grants Fund to P54170 - Countryside Park within the General Capital Projects Fund and moving budget authority of $100,000 from the Grants Fund to the Economic Development General Fund Services Category in the amount of $50,000 and to the Human Services Community Vitality General Fund Services Category in the amount of $50,000; Resolution #2022-27 - APPROVED
  • 8. Consideration and action pertaining to acceptance of the City's Arizona Lottery Fund (ALF) allotment for FY2022 in the amount of $364,143; and to reallocate budget authority from the contingency to the Arizona Lottery Fund; Resolution #2022-23 - APPROVED
  • 9. Consideration and action pertaining to approval of a Fiscal Year 2022 budget amendment by moving budget authority of $610,000 from contingency to project P71110 Solar Biosolids Dryer within the Sewer Utility Capital Fund; Resolution #2022-28 - APPROVED
  • 10. Consideration and action pertaining to approval of an amendment to the Fiscal Year 2022 budget by moving budget authority in the amount of $15,000 from Contingency within the Grants Fund to grant Project G31364 FFY22 Joint Law Enforcement Operations (JLEO) and authorizing acceptance of a grant award from U.S. Department of Justice (DOJ), U.S. Marshals Service, to cover overtime expenses associated with the participation of one Surprise Police Officer in the JLEO Task Force from October 1, 2021 to September 30, 2022; Resolution #2022-26 - APPROVED
  • REGULAR AGENDA ITEM - NON-PUBLIC HEARING:
  • 11. Consideration and action pertaining to the Preliminary Plat entitled, "Estia at Zanjero Trails” and dated December 16, 2021, a property generally located at the southwest corner of Cactus Road and Perryville Road; Case FS21-511 - APPROVED
    • City Planner Trever Fleetham gave a powerpoint presentation on this item.

      Vice Mayor Cline - Is this County property that is in the triangle area on the map?

      Lloyd Abrams commented that he believes it is EPCOR's property, water treatment and private property.

      Council Member Duffy - Questioned access to the development.

      The developer answered that the entrance will come off of Perryville Road.

      Council Member Judd - The townhouses, with 2 car garages with street parking.

      Council Member Duffy made the motion to approve the Preliminary Plat for Estia at Zanjero Trails - Case FS21-511. Vice Mayor Cline seconded the motion. Six yes votes, one excused (Remley), motion carried.

    • Mayor and Council attended and/or reported on the following:

      Council Member Judd - Monthly meeting m oved to Wed., at Venue Tap Room 6:00 p.m.

      Council Member Winters - Had a great time at Sterling Grove last night.

      Vice Mayor Cline - Veteran's Support Group, supports Honor Flight

      Council Member Hastings - No report.

      Council Member Duffy - Thursday, St. Patrick's Day, please be safe!

      Mayor Hall - March 31st - State of the City here in the chambers, 6:00 p.m. Sunday, March 27th - Surprise Pops Band, Shadow Ridge High School.
