    • Mayor Hall called to order the Regular City Council Meeting of January 18, 2022 at 6:00 PM at Surprise City Hall Council Chambers, 16000 N Civic Center Plaza, Surprise, Arizona 85374. Also in attendance with Mayor Hall were Vice Mayor Duffy and Council Members: Winters, Cline, Hastings and Judd. (Council Member Remley participate telephonically).

    • Vice Mayor Cline made the motion to approve the consent agenda. Council Member Judd seconded the motion. Seven yes votes, motion carried.
  • 3. Consideration and action on the minutes of the Regular City Council Meeting and Executive Session of January 4, 2022 - APPROVED
  • 4. Consideration and action to approve an Acquisition of Control for Basha's #137 located at 15367 W. Waddell Road, Surprise, AZ 85379 for existing license 09070239 - APPROVED
  • 5. Consideration and action to approve a new Series 12 Liquor License (Application #176096) for Nick's Diner II located at 13765 N. Litchfield Road, Surprise, AZ 85379 - APPROVED
  • 6. Consideration and action pertaining to approval of a Fiscal Year 2022 budget amendment reallocating appropriations in the amount of $200,000 from contingency to services within the General Fund for contract building inspector services; Resolution #2022-02 - APPROVED
  • 7. Consideration and action pertaining to approval of the Final Re-Plat entitled, “Toll at Prasada, Phase II Unit P Lots 630 & 631 & Tracts A & B” and dated November 11, 2021, a property generally located west of Cotton Lane, between Cactus Road and Peoria Avenue. (Case FS21-592) - APPROVED
  • 8. Consideration and action pertaining to approval of the Final Re-Plat entitled, “Toll at Prasada, Phase I Unit D Lots 524 & 561 & Tracts A & B” and dated November 16, 2021, a property generally located west of Cotton Lane, between Cactus Road and Peoria Avenue. (Case FS21-594) - APPROVED

    • Council Member Duffy made the motion to post item 11 indefinitely. Council Member Hastings seconded the motion. Seven yes votes, motion carried.
  • 12. Consideration and action pertaining to acceptance of a Sewer line easement from Meritage Homes of Arizona, Inc., near 163rd avenue and Happy Valley Road - APPROVED
  • 13. Consideration and action to vacate a portion of public roadway (Cactus Lane) within Section 2, Township 3 North Range 1 West, generally located east of Dysart Avenue; Resolution #2022-05 - APPROVED
  • 14. Consideration and action pertaining to acceptance of a temporary sewer line easement from Meritage Homes of Arizona, Inc., near 163rd Avenue and Happy Valley Road - APPROVED
  • 15. Consideration and action pertaining to the conditional acceptance and maintenance of certain streets and public utility improvements at Legacy Traditional West campus, generally located at W. Cactus Road and N. Cotton Lane; Resolution #2022-06 - APPROVED
  • 16. Consideration and action pertaining to adoption of an amendment to Surprise Municipal Code Chapter 3, Article IV, Sec. 3-41 regarding the duties of the Personnel Appeals Board; Ordinance #2022-02 - APPROVED

  • 17. Presentation and discussion of the proposed annexation of approximately 93.97 acres of county land, generally located south of Pinnacle Peak Road and east of 163rd Avenue. (Case FS21-512) - NO ACTION

  • 18. Consideration and action pertaining to approval of the 2022 Legislative Agenda.
    • Intergovernmental Liaison, Jodi Tas gave a powerpoint presentation for this item.

      Council Member Judd asked for clarification other public safety slide.

      Vice Mayor Cline made the motion to approve the 2022 Legislative Agenda. Council Member Judd seconded the motion. Seven yes votes, motion carried.

  • 19. Consideration and action pertaining to approval of an amendment to the Surprise Municipal Code Chapter 34 (Offenses and Miscellaneous Provisions) Article VIII (Recreational Marijuana) to conform with Chapters 101 and 106 of the Surprise Land Development Ordinances, as amended by Ordinance # 2021-24, pertaining to marijuana facilities; Ordinance # 2022-01 - APPROVED
    • Deputy Attorney, Ellen VanRiper gave a powerpoint presentation on this item.

      Council Member Judd made the motion to approve. Council Member Duffy seconded the motion. Seven yes votes, motion carried.

    • Mayor and Council attended and/or reported on the following:

      Council Member Hastings - Maker an appeal District 5 to attend my Meet and Greets, low attendance; every 2nd Saturday at Sweet Tea 9 to 11 a.m.; congrats to Vice-Mayor Cline and welcome to City Manager Wingenroth and congrats on the promotions tonight.

      Council Member Duffy - Congrats on the promotions; thanks to staff for their assistance

      Council Member Judd - Venue Tap Room, Meet and Greet; federal gov't released their COVID test site today.

      Council Member Winters - Meet and Greet at the new Heritage at Asante, gated community, nice reception with 50 attendees; supported by ED Staff; Friday night meeting in AZ. Traditions, good turnout.

      Vice Mayor Cline - Attended Martin Luther King music event, wonderful inspiring presentation; 2 meet and greets coming up in Sun City Grand in the Pima Room and the next meeting is in AZ Traditions, Friday, January 28th.

      Mayor Hall event at the Mark Coronado Park; Mayor's Breakfast coming up; attended Martin Luther King on Saturday, great turnout.
