    • Mayor Hall called to order the Regular City Council work Session of November 2, 2021 at 5:00 PM at Surprise City Hall Council Chambers, 16000 N Civic Center Plaza, Surprise, Arizona 85374. Also in attendance with Mayor Hall were Vice Mayor Duffy and Council Members: Winters, Cline, Hastings, Judd and Remley.

      Staff Present: City Manager, Michael Frazier; City Attorney, Robert Wingo and City Clerk, Sherry Ann Aguilar.

  • Mr. David Lee - Surprise resident expressed concerns about road repairs on Deer Valley Road between 219th and 225th Avenues. Also commented on trash cleanup for this same area.
  • Regular City Council Work Session Agenda
  • REGULAR AGENDA ITEM - NON-PUBLIC HEARING:
  • 1. Presentation and discussion pertaining to an update on Maricopa Association of Governments Regional Homelessness Strategies - NO ACTION
    • Presentation by Amy St. Peters and Director, Seth Dyson regarding MAG Regional Homelessness Strategies.

      Council Member Remley the plan sounds great but who is going to make sure this happens?

      MAG will work closely with government agencies to make sure they have what they need.

      Mayor Hall asked if you have seen our update?

      Not yet but look forward to reviewing.

      Mayor Hall commented that it's not all about shelter but also the mental issues, drug abuse, etc., Some do not want the help.

      Mr. Dyson continued the presentation and reported on Surprise stats. There are several factors that are included in the data report.

      Council Member Cline - Temporary housing, intake location in Surprise.

      Council Member Remley commented that we have plan but how do we know who is homeless?

      Council Member Cline thanked the City Manager and police department on their efforts to assist.
  • 2. Discussion on amending City Code Chapter 10 to prohibit the feeding of wild animals on city property - NO ACTION
    • Asst. Parks and Recreation Director, Paul Frye gave a powerpoint presentation on this item.

      Mayor Hall asked where would the code be posted once approved?

      Throughout the park and regular posting locations.

      Council Member Cline asked about enforcement, would this be park staff for police department.

      Council Member Judd this will be a park rule, so how does this work for enforcement?

      City Attorney Wingo clarified the answer to this question.

      Council Member Hastings asked what other cities are doing? Is this common?
    • Vice Mayor Duffy, this is geared more towards the large amount of feeding, correct?

      City Attorney Wingo that we will apply this across the board, our first efforts will be to educate people once the code is approved.

    • Council Member Judd made the motion to adjourn the Regular City Council Work Session at 5:47 PM. Council Member Cline seconded the motion. Seven yes votes, motion carried.
