    • Mayor Hall called to order the Regular City Council Work Session of September 7, 2021 at 4:00 PM at Surprise City Hall Council Chambers, 16000 N Civic Center Plaza, Surprise, Arizona 85374. Also in attendance with Mayor Hall were Vice Mayor Duffy and Council Members Cline, Judd, Hastings and Remley. (Council Member Winters - Excused)

      Staff Present: City Manager, Michael Frazier; City Attorney, Robert Wingo and City Clerk, Sherry Ann Aguilar.

  • REGULAR AGENDA ITEM - NON-PUBLIC HEARING:
  • 1. Presentation and discussion pertaining to an annual update on WESTMARC - NO ACTION
    • Jodi Tas, introduced Sintra Hoffman, President of WestMarc, West Valley Communities gave a PowerPoint presentation.

      Vice Mayor Duffy commented about COVID and webinars, said he likes that they're in the West Valley

      Council Member Remley complimented Ms. Hoffman.
  • 2. Presentation and discussion pertaining to an update on Surprise Small Business and Entrepreneurship Education in the City of Surprise - NO ACTION
    • ED Director Jeanine Jerkovic gave a Small Business PowerPoint presentation.

      Council Member Hastings - what is the struggle lease signing?

      Ms. Jerkovic - marketing, council forums, council getting the word out there.

      Council Member Hastings, what can we as council members do to help?

      Ms. Jerkovic - room for you as a small business.

      Council Member Remley - thanked Jeanine, he spoke of having a small booklet checklist at tech if they don't already; what one needs to do when starting a small business or a workshop series on how to run a business from scratch.

      Council Member Cline - thanked Jeanine and group for list of local restaurants.

      Mayor Hall - great job to the whole team. Stated that we could have lost more revenue without team; COVID open business banners, beat the year before taxes.
  • 3. Presentation and discussion pertaining to the 2020-2021 Surprise Community Outreach Program awards and outcomes - APPROVED
    • Jodi Tas a Community Outreach Program, PowerPoint presentation.

      Council Member Judd - very impressed ran services during COVID, would like to see Council consider looking at one or two programs to give dedicated funding, looking for ways to increase the budget.

      Mayor Hall - thanked Council Member Judd for sharing that committee, he thanked Ms. Tas.

      Council Member Remley - partnership with Mustard Seed, want to make sure can continue program.
  • 4. Presentation and discussion pertaining to a second Shared Active Transportation Vehicle (SATV) Pilot Program - NO ACTION
    • Stephen Chang gave a Second Shared Activation Program, PowerPoint presentation.

      Council Member Judd - are they looking to deploy, are they comfortable with rules? He doesn't have a problem trying it again, will have to be held to standard for cleanliness.

      Vice Mayor Duffy - doesn't like new boundaries,

      answer - want to expand to more of commercial areas.

      Vice Mayor Duffy - would rather leave boundaries as is. Lloyd, do we extend to surprise pointe and Sweetwater, make 1/2 mile.

      Council Member Hastings - not opposed. Questions on fee comparison and relocation fee.

      Mayor Hall, what is Goodyear's?

      Community Development Director Chris Boyd - we will bring back data, this data only for pilot.

      Council Member Remley - if it was profitable why didn't they come back to us before now, doesn't know if anyone has done a study, recommends using the same territory?

      Mr. Abrams - suggested boundary came from company.

      Mayor Hall - commented that a movie theater may be popular.

      Council Member Judd - it's their business, should let them try within boundaries we set.

      Council Member Cline - having opportunity to go as far as bowling is good idea, also some public awareness so we're on the look out for them.

      Council Member Judd - make sure we have the option to cancel contract if need be.

    • Council Member Hastings made the motion to adjourn the Regular City Council Work Session of September 7, 2021 at 5:26 PM. Council Member Judd seconded the motion. Six yes votes, one excused (Winters), motion carried.
