Also in attendance with Mayor Hall were Vice Mayor Duffy and Council Members: Cline, Judd, Hastings and Remley. (Excused - Council Member Winters)

  • 1. Consideration and action to approve appointment of  Alan Meyer and Brenda Kiner  to fill two vacancies on the City Audit Committee (Both with a Term Expiration of 06/30/2022) and  Jared Holland  to fill one vacancy on the Planning & Zoning Commission (Term Expiration 06/30/2024) - APPROVED

  • 25. Consideration and action pertaining to approval of a Fiscal Year 2022 annual agreement between the City of Surprise and the Greater Phoenix Economic Council (GPEC) for participation and support of regional economic development programs in the amount of $69,286. - APPROVED
    • ED Director, Jeanine Jerkovic gave the GPEC Overview, PowerPoint presentation.

      Council Member Cline, great presentation, taking look at per capita supports what we want to accomplish here in Surprise, the department does a great job.

      Council Member Judd made the motion to approve the FY22 Annual Agreement with GPEC. Council Member Cline seconded the motion. Six yes votes, one excused (Winters), motion carried.
  • 26. Consideration and action pertaining to the approval of the Preliminary Plat entitled, “Unit H – Phase 3 – Toll at Prasada”, an approximately 13.587 acre property generally located west of Cotton Lane, between Cactus Road and Peoria Avenue. (Case FS21-080) - APPROVED
    • City Planner, Trever Fleetham gave the PowerPoint presentation Toll Prasada Unit H.

      Vice Mayor Duffy made the motion to approve Case FS21-080. Council Member Cline seconded the motion. Six yes votes, one excused (Winters), motion carried.
  • 27. Presentation and discussion pertaining to an update of the City’s Drought Preparedness Plan - NO ACTION
    • Michael Boule gave the Water Resource Master Plan update PowerPoint presentation.

      Municipal Response:

      Council Member Judd, do we recycle water from splash pad? How much water do we lose from splash pads?

      Mr. Boule - regarding Hollyhock; we do recycle, but not sure how much water lose.

      Council Member Cline, turf reduction on Bell Rd, do we have a plan?

      Mr. Boule - Yes, PW is hard at work on that.

      Council Member Remley, go back to levels at lake, is 32% where we're at now, in tier one already and heading to tier two?

      Mr. Boule - Potentially.

      Council Member Remley - How does tier one/two relate to stage one/ two?

      Mr. Boule - Tier one is stage one. Our water portfolio is sound.

      Residential response: No questions

      Non Residential: No questions

      Vice Mayor Duffy, at what point do you start talking to Park Rec about changing the hills to artificial turf?

      Mr. Boule - Focus on real grass where really needed.

      Council Member Cline, water overspray can be an issue, is that something that would be part of reduction request?

      Mr. Boule - Yes, focused on water loss and overspray, bring awareness.

      Council Member Cline - Can part of effort with EPCOR be flag for residents when water use abnormal?

      Mr. Boule - Yes.

      Council Member Judd, big water users future development, are we monitoring how much used?

      Mr. Boule - Not directly.

    • Mayor/Council attended and/or reported on the following:

      Council Member Cline - Meeting in Sun City Grand will be Monday the 23th from 6-8 PM and the 24th, meeting at AZ Traditions at 10 AM.

      Council Member Judd - League of Cities and Towns it was very interesting, two Meet and Greet meetings coming up.

      Vice Mayor Duffy - League of Cities and Towns it was great to see everyone and network and the Meet and Greet meetings have been going very well.

      Council Member Remley -
    • Council Member Judd made the motion to recess the Regular City Council Meeting and enter into executive session at 7:04 PM. Council Member Cline seconded the motion. Six yes votes, one no vote (Winters), motion carried.

  • 28. Consideration and action to recess into executive session for discussion and consultation with the City’s attorneys for legal advice, and to consider and instruct the City’s attorneys regarding the City Council’s position pertaining to opioid litigation pursuant to A.R.S. 38­ 431.03 (A)(3) and (4).

    • Council Member Hastings made the motion to adjourn the Regular City Council Meeting of September 7, 2021 at 7:14 PM. Council Member Judd seconded the motion. Six yes votes, one excused (Winters), motion carried.
