    • Mayor Hall called to order the Regular City Council Meeting of March 16, 2021 at 6:00 PM at Surprise City Hall Council Chambers, 16000 N Civic Center Plaza, Surprise, Arizona 85374. Also in attendance with Mayor Hall were Vice Mayor Duffy and Council Members Hastings, Remley, Judd, Winters and Cline.

Consideration and action to appoint the following Board/Commission vacancies:  Emmanuel Ogutu to fill the remainder of the term through June 30, 2022 for the City Audit Committee;  Patricia Blaisdell to fill the remainder of a term through June 30, 2023 for the Parks and Recreation Commission; and 2 vacancies for the Veterans, Disability and Human Services Commission, Gwen Mendez to fill the remainder of a term through June 30, 2022 and  John Billcheck  to fill the remainder of a term through June 30, 2024 - APPROVED 
    • Council Member Winters made the motion to approve the Board/Commission appointments. Council Member Cline seconded the motion. Seven yes votes, motion carried.

  • 2. Consideration and action on the minutes of the Special City Council Meeting and Executive Session of February 26, 2021 and the Regular City Council Work Session, Regular City Council Meeting and Executive Session of March 2, 2021 - APPROVED
  • 3. Consideration and action to approve a request by Jeffrey Craig Miller (Agent) for a Series 12 Restaurant liquor license request for Over Easy located at 14345 W. Bell Road, #102, Surprise, AZ 85374 - APPROVED 
  • 4. Consideration and action pertaining to approval of the Final Plat entitled, “Toll at Prasada, Phase 1 Golf Re-plat” and dated November 24, 2020, an approximately 68.28 acre property generally located west of Cotton Lane between Peoria Avenue and Cactus Road - APPROVED
  • 5. Consideration and action to approve a grant of Utility Easement to APS at the Ready and Evidence Building near 134th Drive and Westgate - APPROVED

  • REGULAR AGENDA ITEM - NON-PUBLIC HEARING:
  • 10. Consideration and action pertaining to approval of the 1.3% for the Arts funded project to be installed at the site of the new Fire Station 308 - APPROVED
    • Danielle Osborne, HSCV and Margaret Lieu, Chair of the Arts Commission and Deborah Welsh, Vice-Chair gave a powerpoint presentation on this item.

      Council Member Judd asked for clarification on height of the letters and the placement of the base.

      Mayor Hall asked about lighting for this piece. He further commented that lighting on art pieces really make the art stand out.

      Council Member Hastings commented that this is fantastic. He agreed that lighting will make this piece much more visible and is glad that Fire Department was involved in the process.
    • Council Member Judd made the motion to approve the 1.3% for the Arts funded project to be installed at the site of the new Fire Station 308. Council Member Cline seconded the motion. Seven yes votes, motion carried.
  • 11. Consideration and action pertaining to approval of the Map of Dedication entitled, “Toll at Prasada – Peoria Avenue -- Phase 3” and dated April 20, 2020, an approximately 1.89 acre property generally located on the northern half of Peoria Avenue, west of the Citrus Road alignment - CONTINUED INDEFINITELY
    • Council Member Judd made the motion to continue Toll at Prasada - Peoria Avenue, Phase 3 indefinitely. Council Member Cline seconded the motion. Seven yes votes, motion carried.
  • 12. Consideration and action directing the recordation of a blank petition setting forth the legal description and map of the proposed annexation in case FS20-739 Enclave IV at Paloma Creek; Resolution # 2021-34 - APPROVED
    • Joshua Mike, City Planner gave a powerpoint presentation on this item.

      Council Member Winters asked for clarification on the zoning change. What was the public outreach on this?

      Mr. Mike - RR in the County to RR in the City, then RM5. There was significant concern from the neighboring residents. They are concerned about wildlife trail and access to 159th Avenue were the major concerns.

      Mayor Hall asked if the west boundary is 158th.

      Mr. Mike - No, 159th, 158th doesn't exist.

      Council Member Judd asked how many property owners border this project.

      Mr. Mike - Approx. 10 with one owner.

      Public Comments: Jane Peiffer - Commented that there was significant concerns from all residents, every resident is opposed to this project. Not just because of traffic, natural vegetation, concerned with vast change in density, what services will the City provide to this area. Will increase crime rates, community services, and destruction of the property in its natural habitat. I find it interesting that Mr. Zanders has not filed his property deeds. This has flown under the radar. We were not properly notified of this meeting. This is unacceptable and shady.

      Council Member Hastings - Is Mr. Zanders available to address the callers concerns? Has the owner heard the public comments from Jane Peiffer?

      Mr. Zanders commented that yes he did, and that 4 or 5 residents attended the public meeting. We have fully disclosed what we are doing with all the surrounding property owners.

      Council Member Hastings questioned sign requirements.

      Mayor Hall commented that this piece is part of a 200 acre project and asked how far the fire station is.

      Approx. 1/2 mile.

      Vice Mayor Duffy made the motion to approve Resolution 2021-34. Council Member Judd seconded the motion. Seven yes votes, motion carried.
  • 13. Consideration and action directing the recordation of a blank petition setting forth the legal description and map of the proposed annexation in case FS20-732 Enclave III at Paloma Creek; Resolution # 2021-33 - APPROVED
    • Joshua Mike, City Planner gave a powerpoint presentation on this item. Public comments: Jane Peiffer - Enclave 111 makes much more sense from the previous project. This does fit better with the overall plan. That area does tend to be more of a closer community as other projects in the area. Council Member Hastings asked for clarification. This is the applicants land, correct? Mr. Mike - Yes correct trying to bring this into the City limits. Council Member Winters made the motion to approve Resolution 2021-33. Council Member Cline seconded the motion. Seven yes votes, motion carried.

      Council Member Cline - 2nd shot of COVID; March 10th 2nd virtual district meeting; Bell West Ranch HOA Meeting; Surprise City Academy last week; MAG Human Services and Community Initiatives Committee Meeting; met with President of Ottawa; Broadband Program; Sun City Grand Board Meeting; next in person meeting in Sun City Grand.

      Council Member Winters - Participated in City Academy; met with Don Simpson, new VP at Ottawa.

      Council Member Judd - one on one meetings with residents at Spenser's Place; couple of small businesses opened here My Barber Shop and My Nail Spa; crashed Vice-Mayor's Meet and Greet at Spenser's Place; shout out to Bryan on the Youth Council, met last week.

      Council Member Hastings - Crumbles Cookies coming to Surprise, fantastic cookies; Amazon sign is up, huge for Surprise residents, 300 jobs; participated with the City Academy

      Council Member Remley - City Academy; school tax credit donation still time to file; 4th Wed., of April, restart monthly meetings in District 4.

      Vice Mayor Duffy - slowly getting back to normal; City Academy; met with VP of Ottawa.

      Mayor Hall - Eggstravaganza, March 29th - April 3rd; National City Survey online.

    • Council Member Winters made the motion to adjourn the Regular City Council Meeting of March 16, 2021 at 7:12 PM. Vice Mayor Duffy Seconded the motion. Seven yes votes, motion carried
